Python convert gibbrish to hebrew

here is my code:

the error is:
SyntaxError: EOL while scanning string literal
in line 2
I have a text file in hebrew, but it always displays in gibbrish, no
matter what the encoding is. this is a python program to convert it to
hebrew.
